Documented Cosmetic Manufacturing Controls, Equipment, and Quality Practices
Shay Labs combines custom formulation and contract manufacturing with documented production controls, traceability, third party testing coordination, packaging support, and facility level cGMP and ISO 22716:2007 certification.

How does Shay Labs control cosmetic manufacturing quality?
Shay Labs uses written production instructions, controlled material status, double verification of ingredient weights, documented batch and lot records, in process and finished product checks, packaging inspection, retained samples, complaint investigation, and outside laboratory testing where required. The exact testing and release plan depends on the formula, packaging, claims, market, and client agreement.
Facility quality systems have been reviewed by outside auditors
Audits are evidence of facility level systems. They do not make an individual client product FDA approved and do not replace product specific regulatory, safety, claim, stability, or compatibility work.
Current facility certifications are stated at the facility level. Product claims, testing, documentation, and regulatory responsibilities are established separately for each project.
Mixing, filling, sealing, labeling, and packaging capabilities
Shay Labs’ 2023 facility records and audit evidence documented the systems below. Current availability and project fit are confirmed during qualification based on the formula, viscosity, temperature, fill size, component geometry, closure, label, and production quantity.
| Capability | Documented equipment or format | Project considerations |
|---|---|---|
| Mixing and batching | 40 gallon kettle and 400 gallon kettle with homogenizer | Formula chemistry, heat, agitation, cooling, viscosity, and scale up |
| Liquid and cream filling | Four head filler, two six head fillers, and tabletop filling equipment | Viscosity, fill accuracy, container opening, foaming, and line setup |
| Hot and cold fill | Processes for heated and ambient filling of compatible formulas | Fill temperature, cooling behavior, component tolerance, and appearance |
| Tube filling | Documented tube sealing equipment | Tube material, seal method, fill volume, viscosity, and decoration |
| Closure and tamper evidence | Capping, induction sealing, heat shrinking, and cooling equipment | Closure torque, liner compatibility, acidity, seal integrity, and cooling |
| Labeling and packing | Label application, lot coding, inspection, case packing, and pallet preparation | Label stock, container surface, code placement, case pack, and shipping requirements |
| Packaging families | Bottles, jars, tubes, sticks, totes, pails, and drums | Every component system must be reviewed for formula and equipment compatibility |
Quality checks are matched to the product
Not every product needs the same test plan. Shay Labs defines checks and outside laboratory work according to the formula, intended claims, packaging, market, and agreed specifications.

From bench sample to controlled commercial production
Technical qualification
Shay Labs reviews the product format, formula status, claims, packaging, testing needs, quantity, target cost, and commercial timeline.
Bench work or formula transfer
A new formula begins with controlled development and samples. An existing formula requires complete percentages, raw material identities, processing information, specifications, and a transferable manufacturing package.
Scale up and packaging fit
Approved samples are evaluated for larger batch behavior, filling, cooling, closures, seals, labels, and the selected package system.
Production and release
Manufacturing follows approved instructions and agreed checks. Finished goods are inspected, documented, lot coded, packed, and released according to the project specification.
Why packaging compatibility matters for oral rinse products
A documented oral rinse complaint involved leakage from sealed bottles. The investigation found that the seal material was not compatible with the product’s acidity. Shay Labs documented the complaint, credited affected units, sourced a compatible seal material, and completed corrective action.
Products and project paths
Shay Labs supports custom cosmetic and personal care manufacturing across liquid, cream, lotion, oil, serum, gel, wash, shampoo, conditioner, spray, stick, and qualifying nonmedicated pet grooming formats. Oral care work is limited to custom mouthwash and cosmetic oral rinse liquids. Shay Labs does not manufacture toothpaste, supplements, or ingestible products.
Manufacturing capabilities and quality FAQ
Is Shay Labs FDA approved?
No cosmetic manufacturer should use certification language to imply that the FDA approves an individual cosmetic facility or product unless a specific regulatory program says so. Shay Labs operates with facility level cGMP and ISO 22716:2007 certification. Each client remains responsible for appropriate product, labeling, claim, safety, and market compliance with support defined in the project scope.
Does every product receive the same testing?
No. Testing is based on formula, water content, packaging, claims, market, client requirements, and risk. The project scope should state which checks Shay Labs performs, which work an outside laboratory performs, which documents are delivered, and who is responsible for each item.
Can Shay Labs manufacture an existing formula?
Yes, qualifying formula transfer projects can be reviewed for direct manufacturing. Shay Labs needs complete percentages, ingredient identities, processing instructions, specifications, packaging information, testing requirements, and evidence that the client has the right to transfer the formula.
What packaging can Shay Labs fill?
Documented formats include bottles, jars, tubes, sticks, totes, pails, and drums. Final compatibility depends on formula behavior, fill temperature, viscosity, container geometry, closure, seal, label, equipment, and quantity.
Does Shay Labs provide Certificates of Analysis?
Certificates of Analysis have been supplied electronically upon request. The exact testing, specifications, document format, and delivery requirements should be defined in the project agreement.
What products does Shay Labs not manufacture?
Shay Labs does not manufacture supplements, ingestible products, or toothpaste. Oral care capability is limited to qualifying custom mouthwash and cosmetic oral rinse liquids.
